Cabinet Secretary for National Treasury and Planning Henry Rotich has shocked Kenyans and the world at large with an admission that the Jubilee Government is broke.
CS Rotich informed the Senate of the government’s intention to introduce an amendment to the Division of Revenue Act to reduce allocation meant for the counties by between Ksh 15 Billion to Ksh 17 Billion of the Ksh 302 Billion allocated this financial year.
Rotich blamed said lack of funds was occasioned by prolonged electioneering period and unpredictable weather pattern inhibiting businesses in Kenya.
However Rotich expressed optimism of improvement in Revenue collection in future.
He was appearing before the Senate to explain why the government had decided to slash devolved funds to Counties.
