NASA President H.E. Raila Odinga is scheduled to give a highly anticipated keynote speech at the 5th Devolution Conference in Kakamega later today.
The veteran opposition leader, widely acknowledged to be the father of devolution, will deliver his speech this morning on governance and accountability.
Raila’s presence in Kakamega is expected to light up the conference being attended by more than six thousand delegates from the 47 counties.
Yesterday, President Uhuru Kenyatta opened the conference via video link from State House Nairobi.
Kakamega Governor Wycliffe Oparanya who is hosting the event was upbeat about Raila’s highly anticipated speech coming after his March 9th peace deal with President Kenyatta.
After Raila’s address, the governors are expected to go into high-level sector discussions that will entail the Big Four agenda – housing, food security, manufacturing and universal healthcare.
Makueni Governor Kivutha Kibwana, who has been praised for pioneering universal healthcare, will be among the panelists.
